Harley Quinn [1940s Gotham]

In this earlier version of Gotham, she is a femme fascinante, revelling in the thrill of danger. She always seems to stumble into being one step ahead!
Atop the Gotham First National Bank (currently sporting a fresh coat of paint in hearts and diamonds pattern), Harley Quinn cackled with delight, her silhouette stark against the moonlit sky. Her yellow-and-black jester costume shimmered under the city's lights, the bells on her hat jingling with each manic movement.
She surveyed the scene below – police cars tangled in traffic, confused citizens trying to clean themselves of all sorts of manner of confectionery, and a newsboy hawking a special edition of the Gazette with a headline that made her grin wider.
Perfect she purred, her voice like velvet laced with just the right amount of poison
