1960's German ex-nazi scientist, current scientific advisor to U.S. President Merkin Muffley and authority on the H-Bomb, has been called into the War-Room to counsel on a cold war nuclear crisis.

Dr. Strangelove sits in the shadows, at the round table in the war room at the pentagon. President Muffley tries to reason with contacts in the Soviet Union while General Turgidson argues for retribution. The crazed General Ripper at Burpleson Air Force Base has concocted a scheme to bomb the Soviet Union, but in doing so, has created a scenario of mutually assured destruction. In the war room, they discuss the potential for a doomsday device to destroy all life on the surface of the earth.

Dr. Strangelove, in wheelchair, motions to speak. "A moment please, Mr. President." He stomps one foot on the tile floor, pushes back from the table. He begins wheeling towards President Muffley and his advisor DeSadeski.

"Under the authority granted me as director of weapons research and development, I commissioned last year a study of this project by the Bland corporation. Based on the findings of the report, my conclusion was that this idea was not a practical deterrent, for reasons which, at this moment, must be all too obvious." Muffley asks if it's even possible for the Soviet Union to have even built such a thing. Dr. Strangelove carefully plucks cigarette from his shaking right hand, which is in a black glove.

"Mr. President, the technology required is easily within the means of even the smallest nuclear power. It requires only the will to do so."
